build newlib-1.8.2

Hi !
I try to build newlib-1.8.2 on RedHat 7.0 and cygwin host
(cygwin-1.1.6-1)

#./configure --target=arm-elf --prefix=/tools
#make

and I recieve in both case:

y1f_vec.c               ..linked
yn_vec.c                ..linked
ynf_vec.c               ..linked
loading cache ./config.cache
configure: error: can not find install-sh or install.sh in .. ./.
