building an ARM-uclinux gcc

Hi!

I succesfully build the arm tools with the CVS of today, thanks Richard
and Philip. 

The only quirks were:

- Add target limits.h, features.h and sys/cdefs.h to
arm-elf/newlib/targ-include

- Define HAVE_SYS_STAT_H in arm-elf/libiberty/config.h

now is time to test the toolchain. Next step is building it again with
uclinux-libc instead of newlib, although I am not really sure that this is
necessary...
