are patches still required for ARM toolchain??

I am just now looking into building a toolchain for ARM. MAny references I
find are of various ages and refer to different pacthes for various parts of
the toolchain. Are there patches required for the following?

arm-linux
	gcc2.95.2
	binutils 2.10.5
	glibc 2.1.3
	(or) newlib (not sure of version)
	linux-2.4

Are there issues and/or errors in the versions I have cited?

How would I have known the answer to these questions? Is this the main
place?

a bit of searching on the web and this email archive.
