S_smObjLib_NOT_A_GLOBAL_ADRS Whatis?

I am getting a S_smObjLib_NOT_A_GLOBAL_ADRS  when I try to send a message to
a queue.

Does anyone know what this error means?

Is the object of the error the task, the message or the message queue?

Any help is appreciated.
