Building crosscompiler for ppc

Hi,
I am running GNU bash, version 2.02.1(2)-release (i586-pc-cygwin32) with
egcs-2.91.57 trying to build a cross compiler for PowerPC. The
configuration step (configure --target=powerpc-eabi
--prefix=/gcc-ppc860) seems to work OK but when I do "$ make all" I get
the response:
make  all-recursive
Making all in po
make[2]: Nothing to be done for `all'.
make: *** No rule to make target `../bfd/bfd.h', needed by `size.o'.
Stop.

What does this mean and what am I doing wrong?
