There is no binutils.2.9.5 in this directory and no README file.

There is no such thing as binutils 2.9.5. The current source code
happens to report version 2.9.5 if you ask it, but that is
meaningless.
What you see above are binutils snapshots. These are taken daily from
the development tree. The numbers are a date: YYMMDD. The diffs
files are the daily diffs between snapshots. The diffs-weekly files
are the weekly diffs between snapshots. The file binutils.tar.bz2 is
always the most recent sources.
