Howto create a i486-Linux -> Win32(cygwin) X-compiler?

Howdy,

as the subject tells, I need to know how a Linux hosted X-compiler with
Win32 (Cygwin) as target has to be built.

The job shall be done based on gcc-2.95.1 ...
