i386-elf cross compiler

I expect Cygnus will donate its i386-elf configuration to egcs sometime
after gcc-2.95 is released (I just don't have the time to work on anything
other than gcc-2.95 issues at the moment).  

Of course if some other Cygnoid wants to contribute Cygnus's i386-elf
file now that would be fine :-)
