Not quite.  They need to also notify everyone who has already
downloaded that software how they may get the sources, and that the
software they downloaded falls under the GPL, since it does by virtue
of being a derived work.

Now, anyone who has already downloaded this software has in their
possession a legitimate copy of a peice of GPLed software, which they
are free to make availble under the terms of the GPL.  This means that 
they may put it on an anonymous ftp site for public downloading,
provided, of course, that they comply with the terms of the GPL,
meaning that they provide a copy of the GPL and reference to the
sources, which can be a URL where they may be obtained.

Now the only problem is obtaining the sources from High-Tech, since
they obviously do not want to make them available, even though they
must in order to comply with the terms of the GPL, since they have
already distributed copies of their derived work.
