cross compiler build for SH1 on WinNT using cygwin32

I am trying to build gcc package for SH1 running on WINNT using
cygwin32.
1. I installed cygnwin32_b20 successfully.
2. build and install binutils2.9.1 successfully.
3. build egcs1.1.1 with the following configuration
configure -v --prefix=/cgnus/egcs --target=sh-hitachi-coff
--with-headers=/cygnus/cywin32_b20/H-i586-cygwin32/i586-cygwin32/include

make LANGUAGES="c c++" all install
I failed during make when trying to configure libiberty
