building egcs on Win32 platforms

  To celebrate the 'Super-H' win in Japan, I uploaded my egcs-1.1 based 
'sh-hms' to the Win32-site, 'ftp.franken.de', an ARM-version too, and upgraded 
the gcc-2.8.1 h8300-hms target compiler already there to egcs-1.1 level...
