Non-Standard Compilier Tools

Does anyone know if there is a movement to develope under the GCC
methodology, any compilers for non-standard or non-software uses? For
example, is anyone working on hardware design tools such as VHDL or
schematic capture? 

It seems odd to me that the software community would be able to produce
such a nice set of tools and the hardware community would be locked into a
handfull of expensive vendors.
