remove dups from cgen/cpu?

  None here, but how about doing this while we're at it?

cgen/ChangeLog:

	* Makefile.am (ARCHFILE): Search both cpu/ subdirs, with priority
	to top-level cpu/ over cgen/cpu/.
	* Makefile.in: Regenerate.
