While this work focuses on building "a framework for retargetable and
optimizing compiler back ends", written in (but not just for) the SML
language, the code includes a part that resembles cgen:

The scope of the work is awesome.  They attempt to generate not just
assemblers but the compiler backends too -- something of a holy grail
for cgen.
