[RFA] Patch to sim*scm

   Does this impact a lot of code, such as Makefiles and hand-written
   cgen<->simulator interface routines?

These are for sim*.scm (ie. a sim/common simulator).  The cgen.sh script
already handles the case, replacing @prefix@ with $cpu in the normal case.

So no -- it only affects generated files.
