Binutils does not have a 15.2.0 release.

If you mean GCC, it only supports autoconf 2.69.  There are some non-
trivial difficulties to port GCC to use a newer autoconf version IIRC
(but I cannot remember them precisely).

You can easily install autoconf 2.69 by building it from the source
tarball.
