Right, I checked our downstream toolchain, turns out we don't use
aarch64phoenix, and even implement aarch64phoenix emulation, since there
is no emulparams/ for it. So I can remove this emulation from Makefiles,
right?
Please confirm, if so, this will be corrected in v2.
