[PATCH 1/3] bfd: fix 2 more -Wdiscarded-qualifiers errors

Could we backport the -Wdiscarded-qualifiers fixes, at least commits 
b3679b82926dd525e17a9b48114e96e95f0f6444 and 
36974d77e95efb1b640e8005a6bea6a6bed64aa7 (but probably others as well), to 
binutils 2.46 branch?  I'm seeing binutils build failures with my glibc 
bot that uses release branches of GCC and binutils since the system the 
bot runs on was updated to newer glibc.
