I'm about to commit your two patches squashed into one, with a similar
change in ld/configure.tgt for h8300-*-linux* as you made for
h8300-*-elf*.  Otherwise an h8300-linux ld fails lots of tests with
complaints about the input objects not matching the output.

After making that fix, I see the following changes in testsuite
results:

h8300-elf  +XPASS: readelf -r (RELR)
h8300-elf  +FAIL: FFxx1
h8300-linux-gnu  +XPASS: readelf -r (RELR)
h8300-linux-gnu  +FAIL: ld-elf/ehdr_start-missing
h8300-linux-gnu  +FAIL: ld-elf/ehdr_start-weak
h8300-linux-gnu  +XPASS: ld-elf/loadaddr1
h8300-linux-gnu  +XPASS: ld-elf/loadaddr2
