Questions about binutils AI policy?

In revision 1 of the policy here:
https://sourceware.org/binutils/wiki/LLM_Generated_Content

It says "The GNU Binutils project is currently NOT accepting
LLM generated patches."

However, the policy later on says "When submitting a
non-legally-significant LLM generated change..."

It seems that this is contradictory because we don't allow
such content to be accepted, but if submitted it should be
marked up accordingly, but it will then be ignored.

Should the discussion about markup be moved to the Footnotes
for a future policy discussion?
