The 2.46 release of the GNU Binutils is now available

Done.  Although I made a small mistake, which I hope you will forgive.  The
tarballs are called "binutils-2.46.0.tar.<compression>" rather than
"binutils-2.46.tar.<compression>".  I hope that this will not be a big problem.
