Backporting PR32769 to 2.46 branch

Thanks Nick,

I've cherry-picked and pushed the two commits related to PR32769. Now 
the head of 2.46 branch looks like this:

5103b198e50 sframe: Add tests for PR ld/32769 [Claudiu Zissulescu]
4d595d5f132 ld: bfd: sframe: KEEP .sframe sections and support 
gc-sections [Claudiu Zissulescu]
