As you already have upstreamed runtime support for the new aarch64 
specific pseudo relocations to cygwin (whereas I raised questions on the 
same patch in mingw-w64, which then led to this revised patch which 
doesn't need new runtime support), I think it would be best for 
consistency if you'd revert those parts from cygwin as well, to realign 
the pseudo reloc implementation there with what we have in mingw-w64.
