[WOA] Windows On ARM Support Complete!

Hello binutils and GCC teams,

I have completed the support for GCC targeting Windows on ARM. I
wasn’t able to send the patches through git send-email because Gmail’s
port 587 is blocked in my environment, so I have posted them here:

Please review them. I have tested the work on native WOA machines,
Wine on Raspberry Pi, and Wine on an Android phone. Exception handling
with the SEH model works correctly, and GCC’s runtime DLLs are
functioning properly. LTO also works. Feel free to review it.

This was not done by Microsoft — it was done entirely by me, one individual.
