[RISC-V] zcmt extension enable in gnu linker (LD)

Hi All,

We are trying to enable the riscv zcmt extension for gnu ld on the  line
https://sourceware.org/pipermail/binutils/2024-January/131573.html (that
stalled)  changes  and filling the gap by refactoring the changes for
latest source (2.45).

Please let us know the reason ,it was not pushed in the first place ?
