RFC: The Binutils and LLM generated patches

Hi Guys,

   I have gone ahead and created a wiki page for the position on LLM
generated content:

I have also added links to this page from a couple of other places
in the wiki.

I have also added the text to the binutils/MAINTAINERS file, which
seemed to be the most appropriate place.
