Looks plausible to me, so okay to go in as is (I saw Richard's comment, and I
agree with him, but as you say, reducing code duplication there is a separate
issue).
As to having non-arch-specific maintainers take a look: It may help if you
used a different subject prefix, not including the arch. In this case e.g.
"bfd/ELF: Core file support for Aarch64 FPMR".
