Binutils Wiki vouch request

Hello,

Per the [main page](https://sourceware.org/binutils/wiki/HomePage) of
the Binutils Wiki, I am requesting to be added+vouched for by a member
of the [EditorGroup](https://sourceware.org/binutils/wiki/EditorGroup).

I would like to create a basic 'Building' page for building binutils,
following the README, with some additional potentially helpful notes
like required prerequisite packages. I don't have the acumen to match
the glibc wiki's [building
page](https://sourceware.org/glibc/wiki/Testing/Builds), but I could
flesh out some very basics that may help beginners like myself in the
future.
