[PATCH v2] bfd/{pe,pei}-x86_64: Decrease preferred section alignment from 16 to 4

I suddenly realize that x86-64 supports transparent unaligned reads. As `.refptr` exists in a read-only 
memory, even it's potentially misaligned it won't break in any way. If that's acceptable I can propose a 
third patch.
