[PATCH v2 2/3] binutils: properly split ar and ranlib

By not linking the exact same object file twice, in particular ranlib can
benefit quite a bit from the compiler eliminating dead code.

With this it would then be possible to always build a 3rd binary usable
as both ar and ranlib, rather than having commented-out logic to do so
in the Makefile. What to install could then be simply controlled by
a make command line option (e.g. AR_WITH_RANLIB=y), provided this can be
suitably expressed to automake.
