The program header type for SFrame is already added to gnu-gABI 
(PT_GNU_SFRAME), so to me it makes sense to add SHT_GNU_SFRAME to 
gnu-gABI too.

When in future SFrame is used on other platforms, we may define new 
platform-specific identifiers for them in the respective ABI.
