2.45 Branch Created

Hi Nick,

I think the rebuild information in gas/NEWs about mapping symbol $x to
risc-v is not entirely correct, so I sent the patch to correct it,

Although it's just NEWs fix, the old information may mislead users to
rebuild the files that aren't necessary.  Is this OKay to you to commit
both in the mainline and 2.45 branch?
