[PATCH 0/2] LoongArch: last-time fix and NEWS for 2.45

Hi,

During recent testing I have noticed a previous optimization to regress
linking of several large programs.  As it's near 2.45 branching (and
I'll be heading for DebConf 25 tomorrow), let's revert the faulty change
first and debug later.

While at it, announce LoongArch changes made in this cycle.
