#binutils channel on irc.libera.chat

Hi all,

At the Cauldron people said they didn't know there was an binutils irc
channel. So this is to tell more people about it.

Connect by pointing your IRC client to irc.libera.chat:6697 (TLS)
and then joining the #binutils channel.

There are about 40 people on the channel, plus a bot that announces any
commits to binutils-gdb.git. There isn't much discussion, but if there
is, then it helpful and friendly.
