.CRT section seems to need merging into .rdata

Hi all,

Recently Liu Hao reported a potential bug in the Windows linker,
https://sourceware.org/bugzilla/show_bug.cgi?id=32264

The gist of it is that it seems like the .CRT section should
ultimately be shifted into the .rdata section, alongside other
sections, though I can't provide many more details beyond that as I am
not too familiar with this aspect of linking on Windows
