Commit: Remove Debian from SECURITY.txt

Hi Guys,

  The security team at Debian have decided that they do not have enough
  resources to handle potential future binutils security issues, so they
  asked that their details be removed from the SECURITY.txt file.  Hence
  I am applying the patch below.
