x86-64 vs GNU_PROPERTY_X86_ISA_1_BASELINE

Hello,

the features covered by GNU_PROPERTY_X86_ISA_1_BASELINE are prereq-s for
x86-64, aiui. Is there a reason the respective GNU property bit is set
only if e.g. some for of CMOVcc is used in the code? Thus resulting in a
change of the properties if the last CMOVcc goes away?

The situation is certainly different for ix86, so the same question
wouldn't make sense there. The bit actually expresses some dependency
(on hardware capabilities) in that case.
