Testing releases in reduced environments

I think binutils would benefit from release tars being tested on a reduced
platform where makeinfo, flex, and bison are unavailable. This has been an
issue for some time now, and I have to manually disable rebuild rules to
get the build to finish.

Note that gcc builds fine with these constraints.
