New gas testsuite failures for arm-nto

Hi Richard,

   I am seeing 5 new gas testsuite failures for the arm-nto configuration:

     FAIL: simple FP constants
     FAIL: Tag_ABI_FP_16bit_format EABI attribute written for
     FAIL: Tag_ABI_FP_16bit_format written for IEEE float16
     FAIL: Tag_ABI_FP_16bit_format EABI attribute not written
     FAIL: bad .bss / .struct data

   They are all failing with this message from the assembler:

     Error: the floating-point format has not been set (or has been disabled)

   Is the arm-nto format still needed/supported ?  If so then
   please could you fix up the tests ?
