[PATCH RFC 0/3] gas: pre-defined symbols and .errif / .warnif

There's admittedly little connection between both features, except for
both extending gas. Still I'd like to get early feedback, if any, for
either or both.

1: defer printing version ID
2: add a means to programmatically determine the assembler version
3: introduce .errif and .warnif

Note that the 3rd patch depends on "aarch64: re-work PR gas/27217 fix
again", which in turn I mean to rework along the lines of a remark
there. At which point the dependency would go away, afaict.
