[PATCH 0/2] LoongArch DT_RELR fixes (for master and 2.43)

Hi LuLu, Hi Xi,

   I am sorry that this correction did not make it in to the 2.43 release.

   I have gone ahead and applied the patch series the 2.43 branch anyway.

   It looks like we may need a point release (ie 2.43.1) as the patch to fix
   PR 31956 (problems with LTO and symbol wrapping) also missed the 2.43
   release.
