Fix PR 31956 causes new --wrap problems

Agreed.  My current plan is to leave the 2.43 branch sources alone, but
to apply a reversion patch to the Fedora Rawhide binutils instead.  This will
allow the PCP package to be built in rawhide, but obviously will not solve
whatever issues may actually be underlying the problem.

I have not yet found an easy way to reproduce the problem outside of
the Fedora ecosystem.  But I am continuing to have a look.
