@SET_MAKE@ variable not expanding when running 'configure' script

Which I am not doing; I'm not modifying any of binutils' input files. 
However, since this variable isn't being replaced/expanded, I expected 
that I would need to modify "something" in order to get this to build 
properly. Perhaps I'm mistaken, though?
