DWARF5 line number program initial state

[ASSI]

The DWARF specification version 5 has added the current compilation unit
and current directory at index 0 in the file and directory tables
respectively.  The initial state of the FSM building the LNT is supposed
to be "file 1", but binutils obviously uses the current compilation unit
(index 0) instead.

Whose bug is that?  :-)
