[PATCH] readelf -d RELASZ excludes .rela.plt size

[mengqinggang]

Before, readelf -d RELASZ is the sum of .rela.dyn size and .rela.plt size.
To consistent with LoongArch lld, RELASZ chang to only the size of .rela.dyn.
