Subscription to the binutils alias returns "Not Found"

I assume that you mean that when you click on the "Send In The Request"
button on this page that you get the 404 error, and not that you cannot
load the page itself, right ?

If so, then please could you send an email about the problem to: webmasters@gnu.org

In my experience they have been very helpful and very quick to respond,
so I expect that you will hear something back quite quickly.
