Adding Jan Beulich as an x86_64 maintainer

Hi Guys,

  I am applying an update to the maintainers file to explicitly list Jan
  Beulich as a x86_64 maintainer.  Jan is also a global maintainer, but
  I wanted to to be clear that he is also recognised as an x86_64
  specialist.
