The release branch was made 4 hours before this was posted.  The rules say
no new features after the release branch is made.  Also the 0.94 draft doc
hasn't even been created yet because it is a weekend.  There is just a
github issue requesting that we create the doc version.

It isn't wise in general to try to force things in at such a late date.  If
we end up with a broken assembler because of problems with a late change
then everyone suffers.

I realize that if we don't add zbs then that will inconvenience some
people.  But there is really no good solution here.  RISC-V International
needs to understand that they need to stop fucking over the toolchain
developers with late and unnecessary changes that break the toolchain
support.
