[PATCH][binutils 2.35] arm: Add support for Neoverse N2 CPU

Hello,

This patch backports the AArch32 support Arm's Neoverse N2 CPU to
binutils 2.35.

Testing:
 * Regression tested on arm-none-eabi.

OK for 2.35 branch?

What about the Neoverse V1 backport for AArch32 [0]?
