New failures for ARC targets in linker testsuite

Hi Shahab,

  I am seeing a new failure in the linker testsuite for a couple of arc
  targets:

    regexp_diff match failure
    regexp "^[0-9a-f]+ <_GLOBAL_OFFSET_TABLE_>:$"
    line   "000120a4 <.got>:"
    regexp_diff match failure
    regexp "^\s+...$"
    line   "   120a4:	08 00 00 00             	.word	0x00000008"

  This is for toolchains configured as arc-linux-uclibc and arceb-elf.

  Please could you take a look and fix up as necessary.
